Web design is the visual content of a website. Which we see in a website that is content or web design. Content mean articles, images, graphics, videos etc. But web design is a layout or mockup, web structure.
Most of the website at first design in Adobe Photoshop or Adobe Illustrator. After, a web designer converts the PSD (Photoshop document) in HTML. It's possible to make a website only using HTML. But a standard website can't make without HTML, CSS, Javascript, jQuery etc. If you want to make a dynamic website, then need to use PHP/ASP.NET with HTML.
If you imagine - how will look like a website, what will background color, what will background image, what type of image should I select, what will be font size, what will be font style, what will be font color etc is web design. It's works on the visual look.
Think about Facebook, it's blue color and left side has an image or video. Above have login box, the right side have sign up box. See in Google, there has nothing. Into center have a logo and beneath have a search box.
Why every website different than another website? It's for design. Every website designed uniquely. Every website has different features, styles & contents.
How to design web:
We can web design by using some languages. You can call it also computer language or web page language. Every man can understand his own language, similarly, computer can understand his own language. The web page will work as your direction (you need to give direction as his language). If you say to change color, the web page will do it. So you need to learn web page language. A website created with some pages or you can make a website in one page.
As before said - web page language is HTML, CSS, Javascript etc. Also, there have some frameworks for the web designer like as - Bootstrap (it's a CSS framework). By using Bootstrap you can work fast and make a responsive website quickly. Another framework is - Foundation framework, UI Kit, W3 Teal etc. You can get the most popular framework list on the Wikipedia website. But at present most of the website using Bootstrap, jQuery, animate.css etc.
